Michael D. Tubbs is the mayor of Stockton, California. He was elected in 2016 at age 26, is the youngest and first African American mayor in Stockton’s history. He is rapidly making a name for himself as a millennial mayor, one who has embraced radical policy options such as universal basic income for addressing urban poverty.

About the Event
As the 28-year-old leader of one of California’s biggest cities, Mayor Michael Tubbs (bio) faces daunting challenges. At the time he took office—he knocked out the Republican incumbent the same night that Donald Trump won the presidency—Stockton had the second-highest rate of violent crime in the state of California and was only a little more than two years out of bankruptcy due to overspending on showcase projects such as a new marina. Since then, Tubbs has been leading the city in a new direction, introducing a universal-basic-income pilot program. “So much of the investment strategy in the past was, ‘Let’s create this image of the city,’ while really neglecting investing in people,” he told Politico last summer. At the inaugural Lin Lecture, Tubbs will explain how he hopes to transform the entire approach of city government by putting people, and their economic security, first.
