This past semester at Columbia University, the CATO Institute held a conference to assess the progress made in the 50 years since President Johnson delivered these bold words, which led to a host of federal programs including Medicare, Medicaid, Head Start and Food Stamps.

CATO Institute, a think tank devoted to individual liberty and limited government, invited conference participants to answer the question:
